In January 2006, an international design planning competition was launched to seek world-class design ideas for Garden by the Bay. An 11-person jury consisting of local and international experts selected the eight best teams, and two winners were announced in September 2006, namely Grant Associates for Bay South and Gustafson Porter for Bay East, both from the UK. The decision was then taken to develop Bay Central.

A public exhibition of the master plan concept and model of the winning team was held in September 2006 at Singapore Botanic Gardens. More than 10,000 people visited the exhibition and more than 700 people gave their feedback. An overwhelming majority, 85% of those surveyed liked the features in this master plan and over 97% said they would visit this park.

Garden by the Bay began in November 2007, marking the start of construction of the park. Next, development of Bay East Garden also started. The park was developed as a temporary park used as a location for several rowing and canoeing events at the Youth Olympic Games in August 2010. After the event, Bay East underwent restoration work and opened to the public in October 2011.
